JOB DETAILS:
THE ORGANISATION
The National Institute of Public Administration [NIPA] is a statutory body established under the Act of Parliament No. 15 of 1998. NIPA now seeks the services of highly motivated individuals to join its team of skilled professionals.
Reports to: Manager -Information Technology

Job Purpose
Engages in all phases of the software development lifecycle which include: gathering and analyzing user/business system requirements, responding to outages and creating application system models. Participates in design meetings and consults with clients to refine, test and debug programs to meet business needs and interact and sometimes direct third party partners in the achievement of business and technology initiatives.

Knowledge and Skills requirements
• Grade Twelve (12) School Certificate
• Bachelor’s and/or Master’s degree in Computer Science, Information Systems or related technical discipline
• A minimum of One year of enterprise-level experience in database and/or web application programming with fluency exhibited in at least three of the following:
PL/SQL, SQL, HTML, ASP, .NET, JavaScript, VB Script, XML, CSS, Java, PhP or similar languages/tools.
• Experience with RDBMS and SQL, web development, and technology security issues are required.
• Experience in the design and programming of computer applications in a team-oriented environment is required.
• Minimum of 3 years work experience in higher education is preferred.
• Excellent verbal and written communication skills and proficiency in writing technical specification documents are required.
• Strong technical skills and current technical knowledge are required.
• The ability to maintain confidentiality in regard to information processed, stored, or accessed by the systems is required.
